This Classroom 16 Hour First Responder Operations (FRO) course is intended for firefighters, police officers, ambulance personnel, government employees, military personnel, and private industry emergency responders.
First Responders at the Operations level are trained to respond to hazardous materials emergencies in a defensive fashion. Their primary role is to contain the release from a safe distance, to keep it from spreading, and to prevent exposures to nearby persons, property or the environment.
OSHA requires FROs to be trained in accordance with section (q) of the HAZWOPER regulation. This class has also been referred to as Hazmat FRO, Level II Responder, First Responder Operations, or any combination of these terms.
This training does require annual refresher training, per OSHA, of sufficient content and duration to maintain responder competencies.
The California Specialized Training Institute (CSTI) and the California Emergency Management Agency (Cal OES) serve as a critical component in providing emergency training programs to professionals who strive to protect and rescue citizens in harm. Training certification will be granted under California Government Code Section 8574.19-23 and California Code of Regulations Title 19, Sections 2510-2560.
This course will be taught by a CSTI certified outreach instructor who has successfully completed the CSTI course AND a CSTI Instructor Certification Course.
Currently, Online Training Systems' instructors are only authorized for classroom delivery of this training. Classroom training is offered both through open enrollment or by employers hosting their own on-site training. You can request a quote to have on-site training conducted at your location.
The 16-hour CSTI/Cal OES version of this training has not been approved for online course delivery.
Online Training Systems does have an OSHA compliant 8-hour FRO online version of this course, and an OSHA compliant 8-hour FRO classroom version; however, neither of these courses comes with a CSTI/Cal OES certificate.
Each participant who successfully completes this course is issued a state certificate from CSTI/Cal OES. This course also complies with the training requirements for First Responders Operations under Fed-OSHA, Cal-OSHA, and NFPA 472.
While a downloadable temporary certificate is available within 24 hours of completion, the certificate from the State of California takes up to 3 weeks for delivery.
This training will take a minimum of 16 hours to complete. Our standard 2-day delivery format is two consecutive 8-hour days. Other options are available for client-hosted classes.
